Viksit Bharat Shiksha Adhishthan (VBSA) Bill, 2025 is a landmark reform aimed at transforming India’s higher education system in line with the vision of Viksit Bharat @2047 and the National Education Policy (NEP) 2020. It seeks to re-establish India as a global knowledge leader (Vishwa Guru) by creating a unified, transparent, and technology-enabled regulatory framework.

VBSA replaces the fragmented regulatory system with a single overarching body supported by three independent verticals—for regulation (VBSVP), accreditation (VBSGP), and academic standards (VBSMP). Together, they ensure quality, accountability, institutional autonomy, and excellence in teaching, learning, research, and governance.

By addressing challenges such as over-regulation, multiple regulators, uneven academic standards, low GER, and weak governance, VBSA 2025 will act as a catalyst for effective implementation of NEP 2020. It promises a streamlined, efficient, and transparent higher education ecosystem that benefits students, teachers, and institutions, and supports India’s journey towards a Vibrant, Atmanirbhar, and Viksit Bharat.
